As Deputy Director, Regulatory Science, Compliance and Stewardship, Luis helps guide Gates Ag One’s approach to regulatory science, compliance, and responsible stewardship, supporting the development and delivery of agricultural innovations that meet rigorous scientific and regulatory standards.

Luis brings more than 25 years of industry experience applying protein biochemistry, regulatory science, and global strategy to agricultural innovation. Since joining Monsanto/Bayer in 2006, he has led scientific and regulatory teams supporting biotechnology and crop-protection products across multiple geographies. His experience spans protein safety, regulatory strategy, policy engagement, stewardship, and product approvals, as well as engagement with regulators and industry stakeholders to advance science-based regulatory approaches. Luis holds a PhD in protein biochemistry.
